Collegeville is a small borough in Montgomery County, Pennsylvania, about 45 minutes outside Philadelphia, named for Ursinus College, which the German Reformed Church founded in 1860. The story happens ten minutes away, in Limerick Township.
Lisa Marie Mandarac was born in 1965 and grew up in Pennsylvania with two brothers and a sister. She graduated from Norristown High School in 1983 and married James Mandarac. They lived in Limerick Township, attended St Clair Lutheran Church in Linfield and Lisa volunteered for Meals on Wheels. She drove a forklift for Fleming, a food distributor in King of Prussia, and at weekends she and James cleaned offices together. On 4 February 1994 their daughter Devon was born.
She expected to be back within an hour and did not take a nappy bag. She left at about three o'clock and reached the shop at about half past three.
His parents were affluent and, the episode suggests, treated him as an embarrassment to be kept occupied.
Lisa and Devon were the only customers. She fought hard, scratching his face repeatedly, so he strangled her instead. When 17-month-old Devon began to cry he strangled her too. Lisa was 29 and would have turned 30 three weeks later. He drove to Valley Forge National Park and threw the baby over an embankment. He took Lisa's body to a wooded area behind an industrial building near a gym he had attended, sexually assaulted her corpse, left her partly undressed with her legs apart and pulled her long black hair over her face.
That afternoon a jogger found Devon's body in the park. James Mandarac waited for his wife as dinner passed, then called Limerick Township police, who found Lisa's car in the car park of the strip mall. Investigators briefly looked at a local biker gang, then turned to the two children's shops after witnesses said they had seen a woman matching Lisa's description with a baby going into Your Kids and Mine.
On 11 September police took him to the Limerick Township police station. He was polite and wore heavy makeup. Detectives had him wash his face and found ten scratch marks, which he blamed on moshing. A search of the shop produced blood, semen, pornography and peepholes cut into the dressing rooms, and a warrant for his home produced pornography, role-playing games, vampire literature and a black shirt showing two vampires eating a woman who looked remarkably like Lisa.
Marino called it the hardest decision of his life but accepted, because the forensic evidence would not last. Steinberg then left the case.
Lisa and Devon were buried together in one coffin on 16 September 1995 at St Patrick's Roman Catholic Cemetery in Norristown.
The defence conceded he had committed the killings and argued for third-degree murder, saying the deaths were not premeditated and pointing to his tears when shown a photograph of the toddler. The prosecution answered that he had locked the door, arranged the scene, and that premeditation can be very brief. The forensic evidence described a broken bone in Lisa's throat and five broken ribs.
In 1998 his parents settled the wrongful death suit for $1.6 million. On 12 September 1998 the Mandarac Memorial playground was dedicated, paid for by residents' fundraising.
