These are the show's cases, not crime statistics: the show picks the towns.
The town is at the eastern tip of the oxbow lake it takes its name from, in the Mississippi River flood plain about forty minutes outside Memphis, with a population of 384. The lake became a summer recreation spot where Memphis families kept cabins, on land surveyed soon after the War of 1812 and handed to soldiers as payment. The first visitors found swamps and mosquito-borne disease.
The Horseshoe Lake area covers three towns: Horseshoe Lake itself, Horn Lake fifteen miles away, and Sarah twenty four miles off in Mississippi. Memphis is the thread between them. The lake was the city's summer playground, and Horn Lake and Sarah sit on the same stretch of river plain.
Three episodes account for eight murders, and the dates are spread out: 1994, 1996, 2001, then 2020. The 2001 episode at Sarah has four victims by itself. The Horseshoe Lake episode pairs a 1996 case with one from 2020, making three. Horn Lake adds a single murder from 1994. Eight murders is a lot for a town of 384.
