Cynthiana, Indiana, is a village of about 532 people in Posey County, in the south-western corner of the state where Indiana narrows towards the Ohio River. It was settled in 1815 by 44 people from Cynthiana, Kentucky, and laid out in 1817. In 1972 the nearby Bull Island, ten minutes away at Griffin, hosted the Erie Canal Soda Pop Festival. Promoters expected 15,000 people; between 200,000 and 300,000 came. Traffic backed up for more than 20 miles, only three county deputies were on the grounds, a food truck was hijacked and burned, and three concertgoers drowned in the Wabash River.
Jerry was a violent, quick-tempered contractor who beat Joe almost daily while leaving the other children alone. Joe later wrote that his mother sacrificed him to protect the other four children. A family friend recalled Jerry buying a guitar case, filling it with rocks and laughing while Joe cried on Christmas morning. In 1959 the family returned to Indiana from California after Joe's oldest sister was raped; the episode says no police record of the attack survives. Joe was in and out of juvenile institutions from the age of twelve and never graduated from school.
On 16 February 1970 Joe found his mother dead in the bath. He told police she passed out, hit her head and fell in, and the coroner ruled asphyxia by drowning with intoxication by pills. He was sent for psychiatric examination and held at the Indiana Boys School until March 1971. When he came home his stepmother told his father it was her or Joe, and Jerry threw him out at sixteen. He lived with his sister Jenny, then with an aunt and uncle, from whom he stole cheques and forged signatures.
In November 1972 Joe joined the army. He trained at Fort Ord in California and Fort Hood in Texas, where he learned to drive a tank. Homesick, he left and stole a car to live in for two weeks. His older brother Mike died of a brain tumour in 1974 while Joe was in the Indiana Reformatory, and his father did not tell him until two months afterwards. His father Jerry was found on 12 November 1975 in his orange Ford pickup on County Road 350 East, two miles north of Stewartzville, dead of a self-inflicted gunshot wound to the head.
Joe gambled away their money. On 12 July 1977 he went to his friend Joe Bender's house to borrow money, pulled a gun and demanded $1,700. He was picked up by the highway patrol at Selina, Kansas, and extradited.
In 1999, at a Gamblers Anonymous meeting, he met Ginger Gassaway, a forklift driver at TJ Maxx who worked two jobs and had raised two children. She was 53 and married to Hobert Gassaway, who had had heart surgery, and the marriage was in trouble. Ginger and Joe began a relationship. She used money from her 401k to open a masonry account for him, and he moved in with her at the Embassy East Apartments. The relationship was violent. He was later wanted for a probation violation and for failing to complete a domestic violence programme.
He had accounts at Old National Bank, Fifth Third, Integra Bank, Diamond Valley Credit Union and Warwick Federal Credit Union, and had stolen more than $40,000. On 29 August 2000 Ginger called him to her apartment. He went expecting a reconciliation; instead she told him she had slept with Hobert. He sat with the body, drove to Home Depot and bought a reciprocating saw with her credit card, laid her on a kitchen table extension and cut her into pieces, using a kitchen knife for flesh and the saw for bone. He broke a blade on her femur, returned to Home Depot and told an employee he was cutting up a deer. He put the parts in the red Mustang and threw them away in three different counties.
Ginger's employer reported that she had missed three days' work, and on the Friday of Labor Day weekend detectives went to her flat. It was packed for a move and the coffee maker was on, but there was no sign of her. Another neighbour had found blood spots on the stairs. Detective Rick Reed of the Evansville police bunco and fraud unit interviewed him. I guess you'd say I murdered her.' He described the dismemberment, said he had thrown the pieces in three counties and offered to show the police where they were. He also said he had been on his way to Zanesville to kill his brother and his family, and then to Marietta, Georgia, to kill his sister, and that there had been thirteen other women.
Police recovered the parts. The claim about thirteen other women could not be corroborated: he could give only first names or nicknames, the identifications he said he had hidden in a car tyre were never found, and no other victims were identified.
